001A: Login Instructions

Purpose: To provide a step-by-step guide on the process for logging into the Access Management System (AMS).

Audience: All ConcurGov Users

Access Management System (AMS) Login

ConcurGov is accessed through the Access Management System (AMS). This site is available from the HHS network or through https://ams.hhs.gov. This allows users to access ConcurGov using a single network sign on.

ConcurGov via AMS can be accessed using either:

  • Personal Identity Verification (PIV) card ("HSPD-12 Access Card")
  • "Network Credentials"
  • "AMS Credentials"

Login Option 1: HSPD-12 Access Card

To login with your PIV card, select the check box to agree to the "HHS Terms of Service and Privacy Policy." Then insert your access card into the smart card reader and select login.

Login Option 2: Network Credentials

To login into the AMS using your "Network Credentials," first select you OpDiv (Operating Division) from the drop-down options. Then enter your "Network Username" and "Network Password" ConcurGov is accessed through the Access Management System (AMS). Select the check box to agree to the "HHS Terms of Service and Privacy Policy" and select "Login."

Login Option 3: AMS Credentials

Enter your "AMS Username" and "AMS Password" to login to the AMS using your AMS credentials. Select the check box to agree to the "HHS Terms of Service and Privacy Policy" and select "Login."

Links to recover a forgotten AMS username or to reset a forgotten AMS password are now provided above the textboxes for those fields.  The First-time AMS user link is also available for users logging into AMS for the first time.  Instructions for setting up a user name and password can be found at How to Set Up and Log into AMS Using AMS Credentials.

Error Message

After logging in with either a network or AMS credential, users may get an AMS-9001 error message. Users should select the "One-Time Password" link to have a One-Time Password (OTP) sent to their registered mobile devices. 

If your mobile device is unregistered, follow the steps provided on the How to Register Your Mobile Device for One-Time Password (OTP) page.

Terms of Service and Privacy Policy

Read the "U.S. Department of Health & Human Services Terms of Service and Privacy Policy." Then select "Close" to continue.

Select ConcurGov

Select the "E-Travel" link in the "Open Access, Internet" section of the welcome screen to access the ConcurGov Home Page.
