Purpose

The conversion of the Department of Health and Human Services (HHS) payroll system to Defense Finance and Accounting Service (DFAS) will change the current HHS process for requesting an allotment from salary for voluntary child support and/or voluntary alimony. HHS Human Resource Centers will no longer be responsible for processing voluntary child support and voluntary alimony allotment requests.

Effective April 17, 2005, employees must send requests for voluntary child support and/or voluntary alimony allotments directly to the DFAS Cleveland Payroll Office. In order for the Cleveland Payroll Office to process the allotment, the employee must submit a letter requesting the deduction. The letter must include the following information:

  • Name of employee
  • Employee’s Social Security Number
  • The name and address of the designated recipient
  • The amount of the biweekly deduction
  • A copy of a legal agreement
  • Name of financial institution **
  • Routing number **
  • Names on account **
  • Account number **

** NOTE - Employees may request that their allotments be sent as an electronic fund transfer (EFT), as long as they have a joint account with the recipient. EFT requests must include the information stated above for the letter, in addition to the items followed by asterisks.

Voluntary child support and voluntary alimony deductions will appear on the employee’s Leave and Earnings Statements for as long as the deductions are taken. If employees have additional questions regarding voluntary child support and/or voluntary alimony, they must contact the DFAS Cleveland Payroll Office Customer Service at: 1 (800) 729-3277.
