Financial Management Service

The Financial Management Service (FMS) provides grant payment management and financial services. Services include accounting, cost allocation/indirect cost negotiations, financial reporting, payment management, and payroll accounting. FMS offers best practices consulting, technical and policy guidance, and assistance in implementing new initiatives to ensure compliance with regulatory requirements. FMS is also a Treasury-designated debt collection center.

Financial Services
  • Accounting - Provides a full range of accounting services that meet strict federal financial management system requirements and applicable federal accounting and transaction standards.
  • Financial Reporting - Specializes in the analysis and reporting of accounting data, preparation and distribution of financial reports, audited financial statements, financial statement notes, and supplemental information.
  • Cost Allocations / Indirect Cost Negotiations - Reviews the cost allocation methods and practices of entities that receive federal funds to ensure that indirect costs paid by the federal government are fair, equitable, and in accordance with federal regulations.
  • Payment Management (Grant) - Provides grant and grant-like payments, cash management, and grant accounting support services to agencies processing civilian grant payments made by the federal government.
  • Debt Collection - PSC is a Treasury-designated debt collection center providing a full range of debt management and collection services that cover virtually all types of receivables.
  • Payroll Accounting - Maintains the Accounting for Pay System (AFPS) interface, which provides a complete payroll accounting solution.
