Strategic Acquisition Service The Strategic Acquisition Service (SAS) offers standing acquisition vehicles in a variety of areas. SAS will also tailor new vehicles to meet a customer’s specific needs while seeking cost savings for the customer through maximum use of competitive and effective negotiation strategies. SAS provides centralized negotiated contract services by trained and certified acquisition professionals. It provides comprehensive acquisition support, from start to finish. SAS staff oversee the entire acquisition lifecycle including initial strategic planning, soliciting and assessing offers, and negotiating, awarding, and monitoring government contracts. SAS acquires equipment, supplies, and services in the areas listed below. These services are available to federal government agencies unless restricted for security reasons. - Healthcare and support services

Offered to: All federal agencies Performance: Award 95% of all negotiated acquisition requirements within the following acquisition lead times: - Non-competitive, including 8(a) – within 90 business days of receipt of a complete customer request for contract package, including certification of funds availability and any necessary sole/limited source justification
- Competitive, less complex contracts, including “fair opportunity” orders against standing Indefinite Delivery/Indefinite Quantity (IDIQ) contracts – within 120 business days of receipt of a complete customer request for contract package, including certification of funds availability
- Competitive, complex contracts – within 160 business days of receipt of a complete customer request for contract package, including certification of funds availability

Strategic Acquisition Service The Strategic Acquisition Service (SAS) issues purchase cards to authorized employees under the government-wide commercial purchase card program. SAS ensures that its customers have the required training, establishes certain single and monthly spending limits, and monitors spending in accordance with federal acquisition regulations. Offered to: HHS Performance: 95% of requests for establishment of new purchase cards will be acted upon within one (1) business day of receipt of complete information. 95% of all cardholders and approving officials will successfully complete the required training. Strategic Acquisition Service The Strategic Acquisition Service (SAS) specializes in the award of purchase orders, delivery orders, and task orders against Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. SAS also services calls against Blanket Purchase Agreements (BPAs) for all types of commodities and services using federal simplified acquisition procedures. To streamline the process, SAS establishes and manages IDIQ contracts and BPAs for a variety of commodities and services. SAS also utilizes strategically sourced contracts for temporary medical, professional, and administrative staffing: office equipment, supplies and furniture, and information technology peripherals. Offered to: All federal agencies Performance: Award 85% of all of customers’ simplified acquisition requirements within the following lead times: - Less complex acquisitions – within 20 business days of receipt of a complete requisition
- More complex acquisitions – within 45 business days of receipt of a complete requisition
